[PROPOSAL] Upgrade to Karaf 2.3.8

Hi

Karaf 2.3.8 will be released soon. We should upgrade 5.0.x, 5.1.x and
5.2.x to the new version. Wdyt?

Btw. what was the main reason to release next Karaf version a few weeks
after 2.3.7 has been released? Will we have a big problem with
ServiceMix versions released last week?

+1 for the update.

As explained to Gert on IRC, we released Karaf 2.3.8 quickly due to an
issue in Felix FileInstall 3.4.0: in some case (especially in custom
distributions), if a file in etc folders is modified during the polling
(at startup), you have a ConcurrentModificationException.
We fixed that in Felix FileInstall 3.4.2, and Karaf 2.3.8 upgraded to
this FileInstall version.

I tested on ServiceMix, and it's not impacted (I saw that in a couple of
custom distribution, with bundles modifying ConfigAdmin).

Thanks for the update, JB! Even though ServiceMix itself is not
impacted at the moment, it probably makes sense to upgrade to the new
Karaf version and do new releases as soon as it's available: even
though we don't bump into this ourselves, we might have users they do.
Plus, we do want releases with the latest/greatest out there ;)

So +1 for doing the update as well!
